My guess is:

Overexposed: Shutter left open too long; too much blur.
Underexposed: It is kinda dark...

Over/under the image quality just isn't there. I also find the image really uninteresting.

It could be a mistake, but I believe they are correct. The welders flare is too bright while the background (cranes and such) is too dark. There may be a way around this depending on how much layering and shadows and highlight you can do. Perhaps a different crop focusing soley on the action on the rails would help. If you have a different frame where the men aren't blurred as much as the welding flare isn't so bright, that might help to.

Overexposed - The big bright blob of blownout light from the grinding or welding. Also the lights in the background. Also, has some color cast issues. Poor IQ. Hope you took more from there, could be a cool shot.

It's not a contradiction though... parts of the shot are overexposed, and parts of it are underexposed.
