Now I'm not complaining, but I cannot understand this rejection.

First it was rejected for "foreground clutter," the second time for "bad angle." Now I have talked with a couple of other Railpictures.net photographers, they all say that it is a great photo, interesting, unique angle, good, if not perfect lighting. One said that they get the sence that the photo is telling a story. Personally, I shot it to depict the cramped space that the lead to the MacArthur Bridge is located in. All of the people who looked at it said the above 2 rejections were BS. I wanted to know some other opinions from all of you, see what you think about this shot.

The photo is great. The angle may look a little goofy but that is because of the building and the angle of the bridge. As far as forground clutter, I don't think there's any. It looks like that is a hard location to shoot from and you did the best you could. I think it's a neat shot with the UP train "exploding" from behind the building.

I think the "foreground clutter" is what makes the pic. interesting. Love the shot

I agree. It does have a weird angle, but as others say, a quick fix in photoshop might get it accepted :D

This shot is great! If anything, it should have been rejected for "Horizon unlevel." You need to rotate it 1 or 2 degrees counterclockwise.

Definitely straighten it up a tad, adjust the levels to brighten it up since it's slightly underexposed, and crop it a bit tighter. The photo has interesting composition with the locomotive being framed with the building in the foreground. I honestly can't really see how that could be a bad angle. As common as those UP SD70M's are, the framing makes it a bit more interesting.

That was suggested in the appeal explanation.

Level it up and do a little work with the levels and I would like it's chances of being accepted if it were re-uploaded.
