PL42AC in Indiana?!

This shot was just sent in by my friend and rejected (It was cloudy, no big deal.) What I want to know is why this Alstom PL42AC is in Indiana? These units are being built in Hornell, New York for NJT. Why would they be going through Indiana?

the unit was on its way back from AAR test track in Pueblo Colorado. two of the PL42ac's went to the test center for approval testing.
