Definitely too dark, and I'd venture to say that any attempts to adjust the levels and brightness would result in an overexposed photo. If you're shooting on a cloudy day, you may want to consider using a longer lens and try to cut out as much sky as possible. Your camera will get a false light reading off the sky which in turn will cause your photos to turn out dark. Using the mentioned tip should yield a little bit better photo.

It's way too dark and a bit crooked, too.
That can be fixed, but it's still not very remarkable photo, otherwise.
Pesonally, I'd have liked to see it framed so that the whole train was in the picture (camera rotated to the left more)
You might want to try fixing it up and resubmitting it. You never can really predict what'll get in and what won't based soley on subject and composition. However, the basic mechanics of the photo have to be good.
Recently, I submitted three, one which I thought was a lock to get in, one that was 50/50, and another with longer odds. They took the one I thought was least likely and rejected the other two!

Rule of thumb I use for RP.net & image darkness - if you can't see details on the pilot, trucks and/or underframe, it's too dark for this site...

A low angle shooting up at the train is the worst thing you can do on a dark cloudy day.
This past Sunday I was out and it was REALLY dark. There was a train that I really wanted to photograph, so I chose an overhead view and zoomed it. I'm not sure if it would have been accepted here, as I chose not to submit it. However, I thought it came out pretty well (considering the conditions):

Tom, I use the same method of judging if the photo will be too dark to be accepted. If you cannot see truck details, then don't bother submitting it just yet. Try raising the levels and saturating it a bit.

Might also want to adjust your moniter if you really think that is not too dark. Sometimes faulty brightness settings can cause problems! :)
