What does "Bad Motive" mean?

I have had a few pictures rejected for "bad motive". What does this mean, exactly? It's not really all that helpful.

My guess is that it means 'this isn't the kind of thing we're looking for here'. Am I right? IOW, it's subject matter that is considered "off topic"?

Its means the pic doesn't have any NS, BNSF, CSX, or UP Dash 9's in it. :lol: :P :roll:

I submit CP Rail locomotives all the time and they get that.
