It depends on how much of the money goes toward pure speed and how much of the money goes toward reliability and updating of old infrastructure. Maybe they are just putting in catenary, needed in many places on the NEC from what I understand, and going from 135 to 160 doesn't cost that much more.

The NEC is some really valuable transportation infrastructure, they really need to keep it up, get away from deferred maintenance. I'm not versed in the details of Amtrak or NEC, but my understanding is that money is needed and would be well spent in terms of sustaining a high density corridor.

Of course, Troy is probably just jerking a chain, today it's mine. :)
