View Full Version : First Coast RR - Taking paranoia to the next level

While I had heard that First Coast had become railfan unfriendly recently, I wasn't quite prepared for seeing these plastered all over downtown Fernandina Beach. From what I've heard its the result of a bunch of a ex-CSX officials now running FailLink that have brought their mentality with them. Too bad, used to be a very friendly railroad, I made sure to stay 100% on public property while there.

They've WAY overstepped their bounds with these signs-- DHS doesn't regulate railroads (trust me, I used to work there). But no one at DHS will call them on it, so the signs remain. G&W has one of the strongest corporate-wide "No visitors" policies of any of the shortline holding companies. Best to stay clear of any of their operations as far as asking for ops info, etc. (things we're used to doing at the shortlines). Much like a Class 1 environment on their operations these days.

CSX has been telling all their staff that anyone caught trespassing on RR property is guilty of a federal felony and will be reported to homeland security.

CSX cops are about as bad as NS cops now, which is unfortunate.

CSX cops are about as bad as NS cops now, which is unfortunate.

In Atlanta CSX cops are much worse than NS, I never hang around Tilford because all the horror stories of the CSX gestapo harassing people for standing on the bridge. I can't say I've ever had a negative experience with the NS cops, the coolest railroad cops I've met were two NS agents out in Bham which pretty much said we don't care where you stand, just let us know if you see anyone stealing scrap. One of the NS special agents in Atl is a model railroader too.

and FCRD not worth shooting? I beg to differ......though right now I'd advise postponing any trips because they are rehabbing the draw bridge and theres a big tarp over half the span, ugh.

I figured the signs weren't quite legit, total overkill.
And yes, thats one of the reasons I despise G&W, taking formerly friendly shortlines and making them just like class 1's. The railroaders hate it too, the guys at GSWR said they can't even kick cars anymore (even NS lets their crews do that!)

All the CSX cops I know up in my area are pretty cool. Can't say the same about NS, I don't know too many NS employees.

Well... Not completely true to my understanding/ interpretation. TSA is a part of DHS and they do regulate CERTAIN criteria of R.R. operations, mainly HAZMAT storage and delivery timelines for T.I.H/ P.I.H. rail cars on common U.S. rail carriers. The only reading of these signs that I feel is appropriate is the "NO TRESPASSING" typing, the rest of the language could be fear mongering IMHO. With that said, if the area that these signs are posted does contain T.I.H./ P.I.H. rail cars then the signs MAY have some merit.. I'd be curious to know. I would be confident that the G&W legal dept. did okay these signs to be posted. Like I said, I would be curious on the basis though..

Unless they've released new regulations since I was there, everything being done with TIH/PIH shipments was best practices/voluntary. That said, every Class 1 and affected shortline/regional fell right in line, reading the handwriting on the wall they would become regulated by DHS if they didn't. It's also possible DHS was able to get the FRA (who does have regulatory authority over railroads, of course) to institute those best practices, much as TSA/DHS relies on the FAA to do some of its bidding (such as airspace restrictions). It's definitely a complicated web, no doubt. But it is problematic how many local authorities and organizations, even some railroads, are citing DHS regulations that do not exist, and getting away with it on a daily basis.

None of the TSA regulations are voluntary regarding common carriers. I'm not sure how long it has been since your employment but, things have obviously changed. So, I guess it is possible that the posted signs could have some merit to them. However, these are the first of their kind that I have ever seen or, heard about.
