From what I can gather, "they" is a railroad which is apparently running detours down the L&I due to a tunnel collapse somewhere, possibly on "they's" line. I think... It's not terribly clear.

I think what NSFan14 is trying to ask is:

"Why is CSX still running detours on the Louisville and Indiana Railroad? I know CSX's tunnel collapsed around 7 months ago, which is what started CSX's detours on the Louisville and Indiana Railroad, but I don't understand why CSX is still running detours on the Louisville and Indiana Railroad. Does anybody here know why?"

It never hurts to be a little more specific. :)

Perhaps overflow traffic from the gulf coast route - now expected to be restored in March.

Eagle Tunnel on the former L&N LCL Subdivision between Cincinnati, Ohio and Louisville, Kentucky, had a partial collapse in the first week of January, 2005. Since then, CSX has been moving two or three trains per day via the former B&O St. Louis Division from Cincinnati to Seymour, Indiana, then south on the former Pennsylvania RR line (now L&I RR), which runs between Indianapolis and Louisville.

To answer your question, yes. And they anticipate continuing to do so after the tunnel daylighting project is completed since it helps alleviate congestion on the LCL Sub. Currently 20 to 25 trains per day use this grade and curve laden, single track railroad. The trains normally operating via the L&I are Q573, Q511, and Q503. All three usually depart Cincinnati spaced two hours apart beginning at midnight.
