Wind

Before I try and upload a Video from today witch has wind in it,would it get rejected for being windy or does it not matter wind or no wind.

How is the wind "in it"? Is it overpowering the mic? Is the camera shaking?
If you answered either of these questions "Yes", the personal archive is right for your video.

Get a shotgun for your camera if you have the inputs, or use some poster putty to put a section of open cell foam over your cameras mic to cut down on windcut.
