Those hoppers to the right are probably the issue.But everything looks level.

Maybe it's an uninteresting photo of a parked train? But I thought there was a more specific rejection code for that.

They both still look leaning right to me. Also underexposed, also uninteresting yard shot with poles growing out of locomotives.
