Poor Composition
 
I've never actually gotten this reject before, I'm guessing it's some form of bad motive/poor cropping hybrid. Anyhow, is this shot salvageable or not? I like it, but for these "non-standard" shots that can be incredibly subjective!

Thanks, the shot was sort of an accident that I stumbled upon on the way out of the cab. I think it would have been better if the camera were angled down a few degrees, but not much I can do about that now.

In the meantime, crop some of the sky and resubmit at a different aspect ratio.

Sharp, nice stars from the lights and the reflection in the windows are cool. I'd let it in!

So what was the rejection reason? And why not link to the rejected shot?

It was linked, not sure if because of the appeal or not it may be gone.

First glance, I wasn't a big fan at all. Then I caught what was reflecting off the windows. Sold!

Fantastic shot, and I hope it makes it in!

I agree that the reflection makes the shot. If it doesn't get in that way try cropping in to an area closer to the windows so the reflection becomes more prominent.
