The soft rejection is kind of puzzling. I made the attempt to keep the foreground in focus, and that is the case. The high rises in the background are kind of OOF or soft looking, but it's not technically possible to have the whole frame in focus because the skyline is 4 miles line of sight away, and the exposure was a 60 second bulb exposure. I made a couple other shots where I focused more on the buildings, but then the signal and other foreground objects look poor.

Does a shot like this have a chance?

Doesn't work for me. Composition is the main problem in my eyes.
