Assuming that the time & date on your 20D are correct, the EXIF said 14:37. Probably still a bit too early for best results in the high Southern California sun.

Look at the rails. The sides are almost completely dark. The only way for that to happen is if the sun is directly overhead.

That's a good idea. It also might help if the photo made it more obvious that it was a railway station, and not the city hall - or some other non-railroad type of building.
