It doesn't work like that. The Canon extenders can only be used with specific lenses, the smallest being the 70-200. It isn't perfect but it gets the job done, especially with the right price tag...

You shouldn't have to shoot at ISO 400 or f/11 to get sharp images on a sunny day. Generally speaking ISO 200, 1/400th, and anything between f/5.6 and f/8 should get you some very good results....
