I don't know if it is the bridge railings as much as it is the low angle making the bridge itself cut off a portion of the trucks. Great location with some distance cut the low angle maybe?

It's one of those shots that's just not quite...
It's one of those shots that's just not quite there. It's not dramatic enough to be a "good rain shot", so you got the common power rejection because it can be done over in better light...

I was thinking top/left. Although the ballast and weeds aren't that great to look at, they're a better fill than a plain, pale blue sky IMO.

I concur with Troy on the placement. The shadow doesn't really bother me. If you do a re-crop, you have a nasty dust spot on the right edge.
