Looks like serious compression was introduced at some point in the editing. It's very jaggy throughout on hard edges, and the trees are very soft and diffuse.

I would surmise when the contrast and color is fixed it will be accepted. While the reason was incorrect, a rejection was justified until some tweaking is done.
