They are called slugs, or as CN calls them YBU-4 (Yard Booster Unit). They provide additional tractive effort (and stopping effort) at low speeds where they are best at since high horsepower isn't a big concern, the GP9RM/Slugs sets are rated for 10,000 tons on dry rail when we use them for pull down and industrial assignments at MacMillan Yard.
