If the train is stationary you can crank the f-stop up to 11 and let the shutter stay open as long as you need.

That will solve your number board problem and perhaps put some light on the nose.

I suggest you get a really nice metal tripod with a hook on the bottom that you can hang a gallon jug of water from.

That will keep it in place in the wind.

Or, you can use an old heavy relic from the 60's like I used for this one.

That is a 248 sec exposure in a rather stiff wind.
