Default Poor Lighting (Dark)

I had the following rejection from a shot I took yesterday:

Because it was on the cloudy side, I tried to get a little more creative with the shot by framing it with the "Train Approaching" sign on the platform pointing at the lead unit. I thought that between that and other features in the image, like the silhouette of the engineer, it might be worth taking a chance on it, despite the cloudy conditions.

As you can see, it was rejected as too dark. Is this really a cloudy day rejection by another name or is there enough going on with the subject matter that an adjustment to the brightness might stand a realistic chance of being accepted? If adjusting and trying it again might be worthwhile, is there a particular spot (e.g., the side of the train) that I should focus my attention on as a reference point?
