Looks like somebody attempted to make a career of beating that thing 3 feet deep into the ballast!

That's an advance warning sign that there's a red board ahead. The signs are used when someone is holding track time, and it requires the locomotive crews to get permission from the supervisor holding the authority before entering the work limits.

Can be funny to listen in on the scanner when the signs are accidentally left up..
