That's an advance warning sign that there's a red board ahead. The signs are used when someone is holding track time, and it requires the locomotive crews to get permission from the supervisor holding the authority before entering the work limits.

Can be funny to listen in on the scanner when the signs are accidentally left up..

Ah, thanks. There was one train all morning on what it a normally fairly busy line. I later found the work crew working on the track, probably 5 miles or so from this sign, so that makes sense.
