Default Cropping Question

Below are the two pictures I have attempted to submit. Is the picture fixable or is it to dark even if I do manage to get it cropped correct? Are the cars to the right causing the issue or the light pole or both?

I think your going to get a cloudy day common power reject on both of those

You got under a cloud and it produced a very drab color problem.

Also, what ISO were you on? I see grain all over the front of that "common power".

I think there is to much grain on both of them. The lighting isn't the greatest and it is also cloudy.

Lots of grain for 200 ISO. Especially from a DSLR.
