Default Bad Cropping / Poor Balance - What to do?

I've tried several different images and cropping methods for this photo, but it keeps getting rejected.

What should I do different, either with the digital file or next time I go to this location?

As-is, it centered vertically. If you have more to work with, maybe open up the right side, and take some off of the top. I can't read any EXIF data so can't tell for sure, but if you were zoomed, maybe bring it back some and get more of the scene too.

The cropping might be because #2 loco is obstructed. Is there more open bridge to work with to the right to let more of the train come out into the open?
