Approach?

I especially like shots with falling snow, and that would certainly apply to this fine capture.
BUT...the block is obviously occupied...so why is that signal indicating diagonally "approach" rather than two horizontal reds for "stop"?

It's only at 3 islands at main sidings. Mt. Jewett, Johnsonburg, and Dubois. The rest of the system is Form D.

Given the "app" panel lower down on the signal, I'd hazard a guess that it's not an active block signal but rather a "fixed approach" to a controlled location further down the line where the train crews always have to be prepared to stop.
