Default Blurry 2nd Opinions

A buddy of mine sent this photo and and got the rejection "blurry" for it. He doesn't think it's blurry and I'd like to you your opinions on it.

It is most definitely blurry.

Perhaps he is looking on too small a screen.

But be careful about those power lines in the background, they're already pretty jaggy as-is - sharpening will make the problem worse.

Looks like an aperture blur. Sharpen, but don't over do it. If those lines get any sharper, they might kill a bird
