In some cases yes, where it just does not seem that high sun really effects the quality of the photo to the extent where it becomes bad. At other times I fully agree with high sun rejections. In the in photo in question, as I stated the above I find more of a problem with the cropping then high sun.
BTW: I personally think that perhaps a little description of the reason for the rejection would help, as it does seem a bit vague at times.
