Poor Image Quality
Usually for my digital photos, the "poor image quality" is due either to the fact its under sharpened or oversharpened. But for this rejection I can't tell...what do you think I should do to fix it? I did sharpend it in PS using the Unsharp Mask at (Amount = 95), (Radius = 1.0), and (Threshold = 3 levels).

The foreground is blurry, yet the train is in focus. The only thing you could of done is set the camera on the highest F. Stop so that you have a large depth of field. What you could do is cheat by selecting the foreground in Photochop and just sharpening that.

Wouldn't that be "Subject too far away" and not "poor image quality".
If the foreground was in focus it would distract away from the train. After thinking about the rejection, I thought that it could be the glint. I could be wrong. I still can't figure it out though.

I am not sure what in this photos makes it poor quality. Maybe the cropping. But to the blurry foreground - in focus train, it can be done in an appealing fashion. And from what I can see, this photo isn't blurred in the foreground. It may be a touch soft, but the water is partially frozen and there is mud exposed. The plants are fuzzy and dead.
Blurry does not work well in a roster shot or other technical type of photo. Yet in a landscape or wide shot, it can add character to the composition.

Maybe it was "going away from the camera."

The cabcar was leading the train south (towards the camera) so technically it can't be a going away shot although it looks like one. :-/
Any ideas what I should do to the shot before resubmitting to improve the "quality"?

Well, you could always appeal it and ask if there are any specific problems you could correct. I don't see any obvious problems with quality.

IMO this would be nice shot in summer, when the foreground plants are greener.

Ok, you use PS. IMO you are too harsh on the unsharp mask. Especially on the radius. A little under on the amount.

Thanks for all the input guys and gal  , I appreciate it. After looking the photo over I decided to darken it a little (it seemed a bit overexposed) and resharpened it.
