I'm not seeing it either. Maybe the screener saw the notches or whatever on the beams that are shown well on the left side, and thought they were the "jaggies" left by over sharpening throughout the rest of the photo? I wouldn't appeal yet though, and would wait for more opinions here.
If anything, the platform sign looks a little on the soft side to me. Maybe a wrong reason was selected?

Some of the power-lines to the left look a little jagged along with various elements in the background. If you sharpened the whole image, you may want to go back and try selectively sharpening the engine and other focuses of the photo. Then you would avoid overdoing all the background.
I can't see oversharpen issue. Can anyone help in pointing out which parts of the photo has been oversharpened?
I processed the photo in a way that I previous did for a long time and haven't encountered such issue.

Very cool shot and location. I don't really see the oversharpened on my laptop monitor, but I do see unlevel. Looks like it needs a little CW rotation.

I see a bunch of jaggies in the roof structure which appear real, but which a screener working quickly may have taken as over-sharpening jaggies. Worth mentioning in the comment to the screener when uploading the revised version. Agree on the unlevel.
The light looks a bit weird to me, as though it were a bit overexposed for an under-the-shed dusk shot. But I wasn't there ...

I have taken some of your advices to rotate clockwise, selectively sharpen, and darken the photo but was still rejected as over-exposure.
Though I'm not quite agree with the over-exposure, I find another similar photo and applied the same adjustments and the photo was finally got accepted.
