Horizontal unlevel rejection

Even though the overhead masts make the photo level in this situation, they are not always perfectly vertical. If possible, use a building or similar in the background.

Though I still don't quite understand why the photo is rejected twice for horizontal unlevelled, I have appealed and the photo finally got accepted.
