I attempted to level based on the signals. Any advice?

When I first opened the link I thought I was going to fall over to my right - or left. Maybe rotate CCW 1 degree and then CW 1 degree and resubmit.

If that doesn' work - I highly recommend ordering a fresh copy of "Handbook 44" which is published annually by the NIST (National Institute of Standards and Technology) and provides the specifications, tolerances, and other technical requirements for weighing and measuring devices. Ask for Dr Patrick D Gallagher (Under Secretary of Commerce for Standards and technology). He's worked with me in the past and is well versed with the stringent requirements here at RP.

Or you may be able to reach one of his colleagues - Dr Thias C.W. or Dr Lowry C.C.W.

You're in luck - Dr Gallagher just came by for an unexpected visit - we're best of friends these days. He suggested CCW about - you guessed it -.25 degrees. AKA a quarter of a degree. That's like a degree but you divide it 10 times and then back it off 7.5 times. Then it won't look so lopsided any longer. It's so clear to me now.

PS - We did not have our tools, nor the handbook I suggested so that was a best guess. We may be off a tenth of a percent give or take.

Dr Patrick D Gallagher says upon closer inspection it may in fact be level and suggests the screener renew his lens prescription for the left eye.

Image needs .5 degrees CCW rotation.

The ladder in the center of the tower in the background was the tell for me. .5 corrected that, and the signals.

I concur. Image leveled perfectly in 10 seconds via the ruler tool.

It looks like you got the help you needed. But I have one question. Did you photoshop the radio tower in the background? That structure seems to come to a very strange end.

Thank you all for the advice. Davis: surprisingly the tower in the background appears as is. I thought the same thing of the tower when I initially opened the picture on my computer.
