Default Horizon Unlevel - Which Way to Go?

Which way would you go in terms of leveling this one? Suggestions welcomed and appreciated.

I'd say CW until the tallest signal aligns with the rite side edge.

I would pick another spot. That leaning signal is a real distraction, but there's obviously nothing you could do about it (unless you had a back hoe, some chains, a signal crew, a track and time permit, and some time to pull it back up to vertical...).
