Default Poor lighting?

This shot was rejected.

Reason for Rejection: Poor lighting (The angle of the sunlight is too high, a common problem in the summer months of year on mid-day shots.)

This was not a mid day shot, and summer is yet to come.
I appealed but it was rejected again.

This is very rare to see a restored caboose with the original GTW painting. The sad thing: the interior shot is accepted, but no one can see the outside of it!

Did you reply in your appeal that it was the outside of the caboose that was already shown from the inside? That might have made your reject get accepted.

If I'm reading the EXIF data from the image correctly, you took the photo at 3:30pm. That's not the peak of high-sun, but it's close enough that the trucks are still rather dark. The caboose doesn't look like it's going anywhere. Why don't you go back and re-shoot it early in the morning or late in the afternoon (whichever period has a better angle on the caboose) and re-submit. Another observation is that it isn't level.

That's a good idea. I will have to drive a couple hours to do so, but I think it's worth the price. This time, I will use my tripod to get it level. Hope the next weekend will be a sunny one!
