Another streetview oddity
This one definitely has me wondering... what in the world is this guy doing?

Actually, based on the progression, it looks like he was sitting on the tracks for some reason, and was caught mid-rising at the crossing. His car is parked there with the rear gate open.

In the progression, it looks like he is holding a video camera with a big mike overhanging above the front lens.

Yep clearly has a video camera, on a mini tripod I think. Also why does a dirt road have a automatic grade crossing?

Come up to ND. It's not uncommon.  It all depends on road and train traffic levels, although, admittedly, at the crossing in question here, rail traffic is nowadays way down compared to just a couple of years ago when coal still ran over Raton, as the only traffic there is the Southwest Chief along with the occasional odd local that would go to interchange at Lamy.
