I am far from an expert, but I have found that the best way to deal with snow is to bump the contrast up slightly more than you would normally.

The loco in your picture looks grey (presume it should be black) and the train blends into the background, bringing the highlights down a touch would also help. Finally, a good dose of unsharp mask would help - to me, the picture looks soft rather than PIQ.

It's unsharp, needs contrast and the angle uninteresting and with the lack of light it wont get in, you need a lot of things working for a cloudy day shot to get in. On the down side your pointing the camera up thats not helping you too.

All of the above suggestion for processing I agree with.
The biggest problem for me is the up angle making me look at all that ugly sky.
