Insurance. Generally, if something happens and they can't get it going again, they need something to get it out of the way. Otherwise, I think the railroads reserve the right to get the engine out-of-the way by almost any means necessary (though this is just what I've heard, I might be wrong).
You won't see this with UP's steam engines because they own the engines and railroad, and thus can make their own rules.
