Looking for some guidance

First does this stand a chance without the noise? What could I do better if not?
Second I appealed to no avail, that the noise is falling snow, since this was taken during a lull in a crazy snow storm.

You'll probably get nixed as well for bad cropping, poor lighting, too dark, underexposed and obstructing foreground object just to name a few. Personal file.
