Poor lighting, the mile marker sign is unfortunately placed. Shot looks a bit over expsed and leaning CW. Not to mention that aforementioned face looking thing in the trees.

Could you share a 100% crop of the original file with us? Just a little square area around that thing in the tree would suffice. It's very peculiar looking and I'd like to see what it looks like enlarged a bit.

I've dealt with alot, and have seen alot on these Forums in the past year. This is the most odd, and freaky thing I've....ever seen....EVER, anywhere...

Disregarding the milepost, this photo could get on with some work. It needs cropping and contrast, and its overexposed. These items can all be fixed.
I'm not sure if the milepost would constitute foreground clutter or not. To me its part of the railroad, but I'm not a screener.
And we still need to know that they thing in the tree is.

Well, this photo proves that signs like that aren't considered foreground clutter:

And it really perplexes me why a photographer would wait until the sign is blocking the lead engine to take a shot when you have WIDE OPEN section of track just before the sign. Can someone explain the logic to me?

I had a whistle post which just covered part of the plow of the loco get me a foreground clutter rejection, so your assumption is wrong. I cloned it the hell out of there and got it on, but I agree with your basic premise.

Uploaded the photo and go hit with a suspected "- Bad Cropping: Most often this means that the composition of the photo is poor as it relates the cropping of the image." Anything I can do?

It shouldn't be veritcal like that. And once you crop it out to a horizontal (like it should be) You'll get hit with the demensions rejection.
