Default Anything I can do

Is there anything I can do to get this accepted? It was rejected for being overexposed. It is very hard to get train pictures at this location because there are only one train there every two months orso. I got a rejected appeal.

This may be a tough one since the Main and Eastern blue is the same color as the blue sky. If you can darken the loco a bit, which is possible, it might work out. I like the shot. Nice angle. Take care.

You may need to rotate it maybe 1 - 1.5 CW and just darkend the photo (a tad) or just the engine as Nick pointed out. Playing around with levels or Brightness in Photoshop or another program until it looks dark enough to decifer between the loco and sky.
