You're getting hit exactly where I myself used to confused by the high sun issue... there a couple things to note, all of which are affecting your image...
1) From late May to early August (approximately), 15:00 is probably too close to Noon (or 13:00 for Daylight Savings Time) to get an attractive sun angle.
2) Sometimes, even 08:00 on December 21 will give you bad shadows if the train is aligned wrong to the sun.
3) The trucks are in shadow, the radiator is casting a shadow, and even the visor on the cab is casting a shadow on the side of the locomotive here. Also, there is a distinct difference between the nice sun on the nose and the badly angled sun on the side of the train.
It's 100% a shot that I would have taken myself and would be happy to have... it just won't get past the rule it is trying to break for RP.
