It requires two steps. The following is for Elements 3, which I hope is quite similar if not identical to Elements 5.
At some point in your processing, probably near the end, you need to do a resizing, so do Image/Resize/Image Size. For a horizontal, make the width 1024 pixels (maximum for RP). For a vertical, make the height 900 pixels (that's what I like!). Make sure Constrain Proportions is checked as well as Resample Image - choose Bicubic for the option.
I do that basically after everything but sharpening and saving.
Then, when it comes time to save, I don't care for Save for Web because it does not include the handy EXIF information in the file. I do a File/Save As, choose file format JPG, put in the file name and extension .jpg (irritating that Elements doesn't automatically do that, at least not version 3). On the next window, RP likes us to submit large files, so choose a quality of 12. If, at the bottom, size is more than 1000k, choose a quality of 11, to keep the file size under 1000k=1MB.
