I'm not quite sure why "Poor Image Quality" was selected, but I can give you a few other critiques:
- The image isn't level: needs to be rotated counter clockwise to correct
- The image is poorly composed / cropped: it looks like you wanted to include the truck on the left, but it's partially obscured by a utility box, and there's excessive, ugly pavement in the foreground.
- The angle is poor given the lighting: this looks like a traditional well lit wedge, except the sun is in the wrong spot, and a good portion of the locomotive is in shadow.
In hindsight, an interesting approach to this situation might have been something like this:

... except in this setting, you'd have the big KCS lettering in the foreground and the engineer's head framed within the cab window.
If it could have been done in a safe, legal way, the light was also perfect for a "head on" shot, which would have captured the details on that end of the locomotive.
To properly execute a version of the photo similar to the one you submitted, I'd like to see the train a bit further down the track (away from the photographer), I'd like to see the light in the right place (keeping the side of the loco out of shadow), and I'd like to see as little of the clutter in the background as possible.
In short, this iteration of the photo in question is for the "personal collection," although there are a few good options should you find yourself there again.
