I believe you're right. Something makes me want to say it was Jim Boyd's, as I believe he had something to do with arranging the shoot, but I could be far wrong on that . . .

You're exactly right, Jon. This shoot was arranged by Railfan & Railroad's Jim Boyd as part of the NRHS's annual convention, which was held in Richmond in 1983.

If not on a magazine cover, then certainly in some random train book I remember seeing over 20 years ago.
