the first shot looks to be most level, maybe needs a touch more to the left. However the photo looks pretty fuzzy and appears to be some smearing from some kind of Photoshop work on the windows of the building in the background and will probably get axed again for one of those reasons.
A little bit of ccw rotation will do for the horizon. Use the vent on top of the building as a guide. Make sure that is vertical and the horizon problem should be solved.
Except of leveling & a little sharpening I did not process it. The windows are those newer non-reflective types which might give them a different look. Seem to be ok on my $1 monitor.

Or he could use the verticals on the bricks of the building. Right in front of the nose of the loco, you can see three verticals going up the side of the building. I'd use those as a guide.

Speaking of the vent, I see some BAD halos here, as well as elsewhere.
