My guess is that the flag isn't enough to justify all the dead space on the bottom.

Agreed, the flag is unfortunately more of a distraction than a contribution. If it were say 4th of July or Veterans Day the flag would then have more meaning behind it and could contribute to the photo. With the way it is composed, the flag pulls my attention away from the loco and leaves too much dead concrete in the lower left. Do you have any frames where you show the entire row of flags? I think something along the lines of showing all of the flags would have a possibility.

I like the idea though of trying to add a little something to the basic wedgie.

I got a similar reject (bad cropping) from the same location. I thought it looked pretty good, so what am I not seeing? Maybe a little off of the top?

As for your reject, do you have a frame after that? If so, I think that might make it better. However, do not go just on my opinion, since it seems to be wrong almost every single time now.
