Default Poor Lighting?

Can I do anything with this one? It was rejected for poor lighting. The shot was taken at about 20:00.

I'm not sure it's in focus. I can't read the numbers on the front of the unit and the Amtrak logo on front isn't tack sharp as it should be. The train is also too far away and, yes, it's a common angle on a cloudy day of common/standard power.
