The shot appears level to me as well using the buildings to the right. However, the sky is washed out as well even though they didn't give you that as a rejection reason this time. I would appeal saying the track is unlevel, but the shot is not.

As far as I can see, it appears to be level. The buildings also appear to be level with the side of the screen. I believe what throws off the photo would be the elevated curve of the of the tracks, thus making the locomotives appear that they are unlevel. Did you try an appeal stating why?

Had a similar problem with a slightly banked curve once. Sometimes you can straighten an image by making it crooked. If you look closely at the buildings at left in the attached shot, they're leaning a bit. In my original submission, I did what you did and aligned the buildings to vertical.

In your photo, however, the angle of the curve is pretty steep...I don't know if you can get away with rotating the image.

the one thing that i canot understand is that the screener saw it and rejected it for unlevel horizon then i told him in my appeal that its leveled and gave the reasons of the leveling of the pic but rejected again with no comments.i will try to do my best in it then i will try to upload it again.

Once it gets rejected on appeal, don't try to upload again unless you can make changes. The track appears to be super-elevated in that location, and just makes a stopped train look wierd.

Perhaps if you shoot from the inside of the curve, it will not appear so bad.

An overcast day also hurts the shot. Images have to be pretty special to get accepted on overcast days.
