Default Reject for blurry?

I see some from exhaust blurring the north signal but what else?

Might be more of an undersharpened rejection than blurry; it seems to me that the numbers above the windshield aren't quite as sharp as they should be. Other than that minor issue, I don't see any problems.

I might add a fine amount of Unsharp Mask, take the ridiculous watermark off and resubmitt.

Or, if you absolutely must use the watermark, place it in a more inconspicuous location so it doesn't stand out so much -- the bottom-right corner would work well on this shot.

Yes, but the difference is sufficiently subtle that when you re-submit you should note to the screeners that you added just a touch of USM to address the original rejection.

That could be the most important part of a resubmittal, esp. when the difference might not be so obvious.

Thanks for the advice guys. With that bit of sharpening and comment to screeners the photo was accepted.
