Seen this one yet?
This is a pretty good video worth watching. Someone caught an NS engine running away on its own oil after blowing a turbo, I guess? I'm not a mechanic so I don't know, but here's the video:

Why didn't they just the engine down? The only thing I could think of is personnel safety, but you can see that at least one of the crew members was inside the cab for first quarter of the video, so evidently it wasn't that dangerous?
I've never worked on locomotive, but I have worked in a ship's engine room and if we were burning oil like that it would have been an immediate no questions asked emergency shut down.

I'm no mechanic but I think once it starts burning its own oil, the only way to shut it down would be to block off the air to it. I'm not sure how you would go about that on a locomotive. Lol.

Usually cut the air supply to shut it down, can cut off the fuel supply to if needed. Once they run on their own oil, it's hard to shut them down.
