Default DUSK photo too dark?????

I submitted a photo for consideration tonight. I labeled it as a night photo, which includes dusk (see first linked photo.) When I took the photo, it was dusk, was quickly turning dark and I could barely see the train, but my camera picked up plenty of light for the photo. The photo was rejected as too dark. I lightened the photo and agree it looked better (see second linked photo,) although it no longer looked like a dusk photo. It was rejected as too dark. It was friggin' DUSK! If I lighten the photo any more, it washes out. Although I see plenty of dark photos on the site for plenty of reasons, my dusk photos were rejected. Does anyone understand why this occurs? I appealed and my appeal was rejected without an explanation, by the way.
