Here is what I came up with.
All three have a heavy red cast. I started by removing that. Then, desaturated the image. The left side in front of the tire was still heavily saturated so I used the sponge tool to pull some color out of the area to match the rest of the image. Removed the dust spot (Really quite simple. I was pleasantly surprised). Bumped the contrast and worked the curves to pull some detail back. Then, burned the edges back to how you had them. The colors still don't look quite right but its not atomic red anymore. You may get better results starting from the original. Looked at B&W, cant say it works well with this image but it is certainly an option.
